It's a class on how to ride a bicycle (like a regular one, without a motor) in a big city. I mean, the mechanics are the same and all, but I don't think everyone knows how to deal with the cars and be safe and all that. I think most people think they do, but some of us wouldn't mind a little instruction and supervised practice.
Riding bikes on big hills with big, fast moving cars could be really dangerous. That's bad news for the inexperienced.
I'm opposed to requiring a bike license, but it would help. Giving people the option to get some instruction might keep the PTB from going the license route.
