Cultural Adoption Programs

For SP Day (St. Patrick's that is) a special idea. Maybe there could be some sort of official but less than official type of cultural adoption program. Like honorary citizenship. I've always felt Irish, not that that is who I'd pick. My girlfriend is like a super French American, without all the messy genetics.

Idea being, there should be some sort of state sponsored official friends of whatever nation or national heritage or culture. And like you could get discounts on flights or take special classes given by the government. Just thinking...nations are dissolving, but cultures shouldn't. Not that they need to be kept separate. But I would like there to be Frenchness and Irishness even in the Future Utopian World that has no boundaries. Maybe you could pass a test. Maybe you could do a lot of things.
